Utah and Mud Flaps
Instead of continuing to hi-jack my trip report thread, I figured I would start a new one.
What prompted this was my being pulled over in Utah originally for not using my blinker (I did) and also given a written warning and long lecture about the requirement for mud flaps on my van while in Utah. I was curious and Googled "Utah mud flap law. Found the following on-line along with plenty of other discussions on the topic.
I think I'll rig up some removable mud flaps for my next trip to / through Utah.

Utah's Safety Inspection Program includes regulations regarding the raising, or lowering, of motor vehicles. The following information is taken from pages 29, 30 and 31 of the Utah Inspection Station Manual for 2002. Your favorite repair facility is probably an authorized Utah Safety Inspection Station and you may ask them for additional information regarding your vehicle. But please, don't ask them to pass your vehicle if it is out of compliance because they may quickly loose their authorization to issue Safety Inspections, along with a major part of their income! Additionally, the issuance of an illegal safety inspection does not keep you from being cited into court and perhaps your vehicle impounded if the violation is a serious safety matter.
Our motoring safety is enhanced by compliance with Utah's Vehicle Inspections.
ALTERED VEHICLES Continued
C. RAISING VEHICLES
1. Check the braking and steering system components.
REJECT when vehicle:
Braking or steering systems have been altered, modified, disconnected or changed in any
manner that may impair the safe operation of the vehicle.
2. Check vehicle lift. (Utah Lift Law 41-6-148.32 UCA)
REJECT when vehicle:
a) Frame height is greater than 24 inches on a vehicle with a GVWR less than 4, 500 Ibs.
b) Frame height is greater than 26 inches on a vehicle with a GVWR of 4,500 Ibs. and
less than 7,500 Ibs.
c) Frame height is greater than 28 inches on a vehicle with a GVWR of 7,500 Ibs. or
more.
NOTE: Vehicle must be on a flat surface and unladen for all measurements. Frame height
measurement is from the ground to the bottom of the frame and should be taken on
the left side of the vehicle under the drivers seat. If the door certification plate has
been removed, the vehicle should be considered to be 4,500 Ibs.
3. Check the body lift above the frame. (41-6-148.32 UCA)
REJECT when vehicle:
Body is more than three inches above the top of the frame.
4. Check vehicle for front and rear axle blocks. (41-6-148.31 UCA)
REJECT when vehicle:
a) Axle blocks have been added to the front axle.
b) Has stacked blocks on the rear axle. The stacking of axle blocks is prohibited.
c) The stacking of frames is prohibited.

5. Check vehicle wheel track. (UCA 41-6-148.32)
REJECT when vehicle:
a) Tire tread grooves protrude beyond the original fender or fender extenders.
NOTE: Fender flares or fender extenders are required to cover both front and rear tires
when wheel track extends beyond the vehicle body.
b) Spacers are used to increase wheel track width.
NOTE: Custom wheel adapters are not spacers.
6. Check for mud flaps. Mud flaps are required on the rear wheels of all vehicles that are
altered from their original OEM specifications. This includes the addition of larger tires
and suspension and lift kits. (UCA 41-6-150.10)
REJECT when vehicle:
a) Fenders do not cover the top 50 of the tire or mud flaps are not present.
b) Rear mud flaps are not as wide as the tire.
NOTE: Mud flaps would not be required if the original fenders cover the top 50 of the
tire. From the rear, mud flaps must hang down to the center of the axle.

Now, would the OEM be Ford or SMB....? I'm sticking with the SMB theory, and therefore my van is the way it was delivered from the manufacturer. That's my story and I'm sticking to it.

I like your thinking Herb, but I'll probably find a solution before being a tourist in Utah again. If I have to have another conversation like the one I had with Mr. Patrolman, I'll lose it and give him good reason to haul me in. Not sure I'll take his recommendation to tie a string around my finger to remind myself to obey all state laws next time I see a Utah State Highway Patrolman (he really said that).

I got a long lecture about how serious the UHP takes mudflaps last week when talking to my local shop about a 4wd/4" lift conversion to my SMB. Apparently, it is a really big deal to some of the UHP guys. Who knew?!?!?

(when i HAD hair and it was REALLY long)
Driving from California to Salt Lake
Got stopped speeding in BFE at dawn
Went straight to the Judges house
Trooper woke him up
Did the court and fine in his office
As i recall (although abit hazy) there were no other options
to handle this
Mud flap city now boys
Who has a MF solution (thats mud flaps you guys!)

I put mud flaps on my van when the 4wd conversion was done - mostly to protect my van.
12" x 18" Mud Flap. Bolted to bracket and body.
Rear View
Bracket. Simple angle iron bolted into existing holes on frame. I could have done better.
It is not why I installed mud flaps, but there is no way could I simply avoid Utah. Too many favorites there: Bryce Canyon, Zion, Canyonlands, Arches, access to the Grand Canyon North Rim and Toroweap, Grand Staircase Escalante, Capitol Reef and more.

There's a reason we call the UHP the Killer Bees. I'm sure they are not all jerks, but the only one I ever ran into was (near Green River).

I grew up in Utah. Rest assured, he wasn't pulled over for his mudflaps or lack thereof. Van w/CA plates was most likely the reason. Utah has more cops per capita than any other state.
Pjpvi, do you have facial hair? Just asking for trouble if you do. Or, god help you, if your skin is brown. Whoa nellie!

Nope to all the questions, but am guilty of being from California. I'm just a nondescript guy cruising the country picking up on mannequin waitresses. That's normal, right?
